Latin America and the Caribbean could cover all their electricity needs using renewable resources: IDB report

Lower prices and new technologies are making solar, wind and other resources competitive with fossil fuels for power generation

Latin America and the Caribbean’s renewable energy endowment is large enough to cover its projected 2050 electricity needs 22 times over, according to a new report commissioned by the Inter-American Development Bank (IDB).

The report, Rethinking our Energy Future, argues that lower prices and new technologies are making renewables a viable alternative. Solar, geothermal, wave, wind and biomass sources in this region could produce up to 80 petawatt-hour of electricity.

One petawatt-hour is equivalent to 1 trillion kilowatt-hour, roughly 3 times the amount of electricity Mexico consumes in one year. At present, Latin America generates 1.3 petawatt hour. By 2050, demand is expected to grow to between 2.5 to 3.5 petawatt- hour.

The report addresses a series of myths surrounding renewable energies, noting that several of these alternative technologies have become price competitive with conventional technologies, offer good investment opportunities and should be taken into consideration by policymakers aiming to diversify their national energy matrixes, reduce fuel supply vulnerabilities and cut greenhouse gas emissions.

“Though Latin America uses more renewable energy than any other region in the world, it faces difficult choices as it seeks to generate the electricityit needs to grow without harming the environment,” said IDB President Luis Alberto Moreno. “Renewables are becoming a viable and attractive option that needs to be explored.”

The report will be presented on June 18 in Bogotá at the Global Green Growth Forum Latin America and the Caribbean (3GF LAC) to leaders from government, business, finance, civil society and international organizations gathered at the invitation of Colombian President Juan Manuel Santos, Danish Prime Minister Helle Thorning-Schmidt, and Moreno.

“With this study we seek to promote concrete action and public-private partnerships, by putting into perspective the magnitude of available renewable sources, outlining their broaded benefits and illustrating policy options,” said Walter Vergara, head of the IDB’sClimate Change Division and lead author of the report.

In 2012, global investments in alternative renewable technologies (solar, wind, geothermal, ocean, small-scale hydropower and advanced bio-energy) and traditional hydropower amounted to $244 billion, of which Latin America represented a modest 5.4 percent. To tap into its vast potential, the region must modernize its policy and regulatory frameworks and scale up investments.

While investments in renewable energy have been limited so far, the study argues that major new developments are underway in Latin America. Wind is the fastest growing non-traditional renewable source in the region. Mexico is the fifth largest producer of geothermal energy in the world and Colombia, Panama and Ecuador are exploring their own resources. Biomass, solar and wind are increasingly being used in Brazil, Mexico, Guatemala, Argentina and Chile.

The study concludes that, regardless how each country may shape its energy policy, increasing the penetration and use of non-traditional renewables makes sense for Latin America and the Caribbean.

The IDB and renewable energy

The Inter-American Development Bank supports programs to improve energy efficiency, foster cross-border energy integration, and diversify the energy matrix by sustainably exploiting renewable and non-renewable energy sources.

At present, the IDB is financing large-scale wind farms, solar power systems for rural areas, biofuel facilities that co-generate electricity and programs to promote efficient lighting. It also supports retrofitting hydroelectric facilities with more efficient turbines and ensuring that new dams and natural gas projects meet stricter social and environmental standards.

Litro de Luz started as a class project

At first, Fabiola Valenzuela, a displaced woman from Cauca who arrived to Cali, did not believe a plastic bottle and a liter of water could light up her home at the Comuna 18, in the southern end of town. However, when she installed on her roof top an empty 1,5 liters soda bottle and filled it with 1.5 liters of clean water, the physical effect of refraction of the sun's rays that entered the bottle convert to light with the power of a 55-watts bulb. Now her kitchen and bathroom, that were in the dark, finally lit up.

In just twenty minutes and for a price estimated at $ 9,000 pesos ($4.80 dollars) anyone can learn the skill to install this tool with a useful life of 10 years and decreasing by up to 40% their electricity bill.

"We work in neighborhoods of extreme poverty conditions that are not even on the map, and in many of the displaced population, inhabits not not have the ability to hire an architect to draw up a proper lighting system in their homes. We are pointing to change public policy around the right to have acces to light," says Camilo Herrera, whose project has just been recognized by the Energy and Climate Partnership of the Americas (ECPA) and was awarded by the UN in the last climate convention in Durban.

Developing a Regional Renewable Energy Roadmap for Central America

Nearly 22 percent of the world’s electricity is now supplied by renewable energy, and Central America is part of this global transition. The region is a worldwide leader in hydropower and geothermal energy, and most Central American countries are developing wind power projects. Yet the region is far from harvesting its enormous renewable energy resources to their fullest potentials, according to a new report from the Worldwatch Institute, The Way Forward for Renewable Energy in Central America.

“Central America is at a crossroads,” said Alexander Ochs, Director of Climate and Energy at Worldwatch and a co-author of the study. “As the economies of Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama expand, regional use of fossil fuels is growing quickly, while the use of traditional fuelwood, primarily for cooking, remains unsustainably high. These developments come with significant health, societal, and economic costs, including rising greenhouse gas emissions and worsening air and water pollution. Central America has the potential to meet 100 percent of its electricity needs with sustainable renewable energy, but the proper policies and measures need to be put in place now.”

The report assesses the status of renewable energy technologies in Central America and analyzes the conditions for their advancement in the future. It identifies important knowledge and information gaps, evaluates key finance and policy barriers, and makes suggestions for how to overcome both. The study serves as a “roadmap of a roadmap,” scoping the improvements needed to facilitate the transition to a sustainable energy system and establishing the necessary methodology and groundwork for comprehensive regional and national energy strategies.

“Central American countries have issued ambitious policy statements that express political will for the further advancement of renewables, and some of them have made significant progress. However, there is much room for improvement to reach the region´s full potential,” said Ana María Majano, Associate Director of INCAE Business School’s Latin American Center for Competitiveness and Sustainable Development (CLACDS) and a co-author of the study. “In many cases, countries lack binding long-term goals and a coherent development strategy to reach them. Concrete policy instruments are often missing or not working properly, and administrative ineffectiveness sometimes impedes full implementation.”

The report focuses on four “high-impact” areas for transitioning Central America’s energy systems:

Expanding access to sustainable energy in underserved communities through distributedrenewable energy. Across Central America, an estimated 7 million people have limited or no access to electricity services. Because many live in remote areas far from electricity grids, it is unlikely that centralized power systems will ever reach them, according to the report.

Slowing the region’s rapidly rising fossil fuel use for centralized power generation. Despite new investments in large-scale, grid-tied renewables—such as geothermal, biomass, wind, and solar—many Central American countries have plans to increase imports of oil, coal, and natural gas. “What is evident from our research is that the region pays an enormous socioeconomic price for its reliance on fuelwood and imported fossil fuels,” said Adam Dolezal, Worldwatch’s Central America Project Manager. “By integrating key externalities such as health and pollution costs, as well as lost economic opportunities such as job creation, into the costs of various energy technologies, the competitive advantage of clean energy solutions becomes even clearer.”

Addressing more aggressively the unsustainable use of fuelwood for cooking. Traditional biomass, especially fuelwood for cooking, continues to account for more than a third of the region’s energy consumption. Several countries in the region are seeking to establish or expand production of biofuels for transportation.Alternative sources of biomass as well as better harvesting and consumption practices are one step; renewable energy technologies are another.

Tackling the region’s rapidly rising energy use for transportation, a sector that in some countries already contributes the highest share of carbon dioxide emissions. The report notes that although Central American governments are undertaking measures to slow energy consumption and diversify fuels in the transportation sector, these efforts need to be scaled up enormously if climate and development goals are to be met.

The Way Forward for Renewable Energy in Central America draws on the latest available data to offer the most comprehensive study of renewable energy in Central America to date, providing key recommendations for moving forward and highlighting important knowledge gaps and action steps in the areas of technology, socioeconomics, finance, and policy. The report is the culmination of the first phase of Worldwatch’s Central America Sustainable Energy Initiative, launched in partnership with CLACDS, based in Costa Rica and Nicaragua, with funding from the Climate and Development Knowledge Network (CDKN) and the Energy and Environment Partnership with Central America (EEP).

Peru has been confirmed to host the 2014 UN climate change conference to the U.N. Framework Convention on Climate Change (UNFCCC), just one year before the deadline for a new global deal to curb global warming.

The 2013 session, which will be the 20th yearly session of the Conference of the Parties (COP 20), was announced by UNFCCCExecutive Secretary Christiana Figueres on Friday, Peru21 reported.

“COP 20 will be Latinamerican,” Figueres said on Twitter. “PreCOP in Venezuela. COP in Peru. Thanks to both for leadership.”

Figueres was in Bonn, Germany, where a 12-day round of preparatory talks were winding down on the final day.

The 2014 conference is the last meeting before the scheduled 2015 Paris conference, where all countries are expected to establish a legally binding global warming pact. The deal would then come into force in 2020.

The 2013 COP will be held in Warsaw, Poland from November 11-22.

The Permanent Council of the Organization of American States (OAS) today received the President of Peru, Ollanta Humala, in a protocolary session in which the Peruvian leader highlighted the economic achievements in the last decade in the region and particularly in his country, and identified Latin America as the key for the world’s successful and efficient emergence from the global crisis.

The OAS Secretary General, José Miguel Insulza, welcomed the participation of President Humala, who was accompanied on his visit by the Minister of Foreign Affairs, Eda Rivas Franchini, and highlighted the economic successes in the region, especially in Peru, noting that these achievements have come in a time of global economic crisis. "In this adverse international scenario our region has had an unusual dynamism and Peru has been one of the main protagonists. This has been based not only on an appropriate economic policy but also on social commitment," he said.

In presenting his remarks to the Permanent Council, President Humala alluded to the contributions that the countries of the Western Hemisphere have made to the world and stressed that Latin America" is a place of opportunity for various blocs around the world, and a key player in finding a solution to the financial crisis," and called for strengthened relationships with Asia and the United States.

The President of Peru also referred to the challenges the region is currently facing, among which he mentioned the need to diversify its economies; to strengthen domestic industries; to promote greater competitiveness; to invest more its contributions to knowledge; to provide more and better access to research and training; to create opportunities for youth; to address the infrastructure deficit; to promote rural electrification; to diversify the energy matrix using non-traditional sources; and to work constantly in the distribution of wealth. "Growth and distribution are dynamic and can be worked on simultaneously," said the President, who recalled that "none of us can say that we have made it on our own, at some point we all need a hand to help lead us on our way, we should give the same opportunity to the millions of young people in America living in poverty or in rural areas."

Just about all human activities in our modern world produce greenhouse gases (GHGs), primarily carbon dioxide (CO2), and thus contribute to climate change. The use of fossil fuels for transportation, generation of electricity, and industries is the main source of CO2 emissions. However, the removal of trees from forested land also generates GHGs: mature forests, having absorbed CO2 from the atmosphere while growing, store carbon in wood, leaves, and soil, and this carbon is released when people clear forested land.

Todas las actividades humanas del mundo moderno producen gases de efecto invernadero, principalmente dióxido de carbono, y por lo tanto contribuyen al cambio climático. El uso de combustibles fósiles para el transporte, la generación de electricidad y las industrias constituyen la principal fuente de emisiones de dióxido de carbono. Sin embargo, la tala de árboles en tierras forestales también genera gases de efecto invernadero: árboles maduros que absorbieron dióxido de carbono de la atmósfera durante su crecimiento, almacenan carbono en la madera, las hojas y el suelo. La deforestación libera este carbono.

A high level meeting held on September 23th in Washington, appointed Minister of Mines and Energy, Mauricio Cárdenas, with Deputy Secretary of Energy of the United States, Daniel Poneman. The meeting served to advance in two main areas of strategic interest to Colombia: using the experience of the Department of Energy (DOE) to pursue the subject of energy efficiency and also take advantage of the experience of the DOE to strengthen the models used for sectoral projections.

The Inter-American Development Bank (IDB) and the United States Department of Energy (DOE) have been working together since 2009 to support the Energy and Climate Partnership of the Americas (ECPA). In 2010, the IDB launched the ENE-Innovation Center to promote energy innovation and knowledge exchange by serving as a regional incubator for implementation and financing. This will allow the ENE-Innovation Center to also offer technical assistance and execute capacity building programs. Through the ENE-Innovation Center, the IDB is partnering with Governments and the private sector, both regional and non-regional, to provide support for sustainable energy innovation through: (i) knowledge dissemination; (ii) technical assistance; and (iii) capacity building. The ENE-Innovation Center will serve as a hub to the various renewable energy centers that are currently being developed throughout LAC. It will be staffed with professionals from the IDB and its partner institutions. This would include member country energy experts, assignments from leading research centers on renewable energy, energy efficiency, energy access, and energy security.

Es decir, gobiernos que lideren las iniciativas de la ECPA, el sector privado, la sociedad civil, instituciones financieras y bancos multilaterales de desarrollo.

El Banco Interamericano de Desarrollo (BID) y el Departamento de Energía de los Estados Unidos (DOE) apoyan a la Alianza de Energía y BID lanzó el Centro de Innovación ENE para promover la innovación y el intercambio de conocimiento en materia de energía funcionando como incubador regional y para la implementación y el financiamiento. A través del Centro de Innovación ENE, el BID se asocia con los gobiernos y el sector privado regional y no regional para ofrecer apoyo a la innovación en energía sostenible mediante: (i) difusión de conocimiento; (ii) asistencia técnica; y (iii) creación de capacidad. El Centro de Innovación ENE vinculará a varios centros de energía renovable que están siendo establecidos en América Latina y el Caribe. Contará con profesionales del BID y de instituciones asociadas. Incluirá expertos en energía de países miembros y colaboradores de centros líderes en investigación sobre energía renovable, eficiencia energética, acceso a la energía y seguridad energética.
